aaaaa国务院近(jin)日发(fa)布(bu)《关于实行最(z💮ui)严(yan)格水(shui)资源(yuan)管理制度的(de)意见》,明确提(ti)出水(shui)资源(yuan)开发(fa)利(li)用(yong)控制、用(yong)水(shui)效率控制和水(shui)功能(neng)区限制纳(na)污“三条红线”的(de)主要目标,推动经济(ji)社会发(fa)展与(yu)水(shui)资源(yuan)水(shui)环境(jing)承载能(neng)力相(xiang)适应。这是记者16日从国务院新(xin)闻(wen)办举(ju)行的(de)新(xin)闻(wen)发(fa)布(bu)会上了(le)解到的(de)。
aaaaa水(shui)(shui)(shui)(shui)(shui)利部副部长胡(hu)四一(yi)在发(fa)布会(hui)上表示,《意见》提出,到(dao)2030年全国用水(shui)(shui)(shui)(shui)(shui)总量(liang)(liang)控(kong)制在7000亿立方米以内(nei),用水(shui)(shui)(shui)(shui)(shui)效率(lv)达(da)到(dao)或接近世界先(xian)进(jin)水(shui)(shui)(shui)(shui)(shui)平,万元(yuan)工业(ye)增加值用水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)降低到(dao)40立方米以下,农田(tian)灌溉水(shui)(shui)(shui)(shui)(shui)有效利用系数提高到(dao)0.6以上,主要(yao)污染物入河湖总量(liang)(liang)控(kong)制在水(shui)(shui)(shui)(shui)(shui)功能(neng)区(qu)纳污能(neng)力范(fan)围之内(nei),水(shui)(shui)(shui)(shui)(shui)功ཧ能(neng)区(qu)水(shui)(shui)(shui)(shui)(shui)质(zhi)达(da)标(biao)(biao)率(lv)提高到(dao)95%以上。并(bing)进(jin)一(yi)步指(zhi)出2015年和2020年水(shui)(shui)(shui)(shui)(shui)资(zi)源管理的阶段性目标(biao)(biao)。
aaaaa“我国水资源短缺、水污染严重、水生态恶化等问题十分突出,已成为制约可持续发展的主要瓶颈。”胡四一说,我国年用水总量已经突破了6000亿立方米,大约占水资源可开发利用量74%;农田灌溉水有效利用系数仅为0.50,与世界先进水平0.7至0.8有较大差距;不少地方水资源过度开发引发一系列生态环境问题;水功能区水质达标率仅为46%。随着工业化、城镇化深入发展,水资源供需矛盾将更加尖锐。
ꦅ 2011年(nian)中央(yang)1号文件和中央(yang)水(shui)利工作会议(yi)明(ming)确要求ౠ实(shi)行最严格水(shui)资源(yuan)管理制(zhi)度,确立水(shui)资源(yuan)开发利用控制(zhi)、用水(shui)效率(lv)控制(zhi)和水(shui)功(gong)能区限制(zhi)纳污“三条红线(xian)”。
aaaaa胡四一表(biao)示,根据《意见》,将实(shi)施(shi)(shi)“四项制(zhi)度(du)(du)”。一是(shi)用(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)总(zong)量控(kong)(kong)制(zhi)。严(yan)格规划(hua)管(guan)(guan)(guan)理和水(shui)(shui)(shui)(shui)资(zi)源(yuan)论证,严(yan)格控(kong)(kong)制(zhi)流域和区域取用(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)总(zong)量,严(yan)格实(shi)施(shi)(shi)取水(shui)(shui)(shui)(shui✤)许可、水(shui)(shui)(shui)(shui)资(zi)源(yuan)有偿使用(yong)(yong)(yong)(yong)、地下水(shui)(shui)(shui)(shui)管(guan)(guan)(guan)理和保护(hu)等。二是(shi)用(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)效率控(kong)(kong)制(zhi)制(zhi)度(du)(du)。全面加强节约用(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)管(guan)(guan)(guan)理,加快(kuai)推进节水(shui)(shui)(shui)(shui)技(ji)术改造。三(san)是(shi)水(shui)(shui)(shui)(shui)功能(neng)区限制(zhi)纳污制(zhi)度(du)(du)。严(yan)格控(kong)(kong)制(zhi)入河湖排污总(zong)量,加强饮用(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)源(yuan)地保护(hu)。四是(s🌃hi)水(shui)(shui)(shui)(shui)资(zi)源(yuan)管(guan)(guan)(guan)理责(ze)任(ren)和考核制(zhi)度(du)(du)。将水(shui)(shui)(shui)(shui)资(zi)源(yuan)开发利用(yong)(yong)(yong)(yong)、节约和保护(hu)的主要指(zhi)标(biao)纳入地方经济社会发展(zhan)综合评价体(ti)系,县级以上(shang)人民政府主要负责(ze)人对本行政区域水(shui)(shui)(shui)(shui)资(zi)源(yuan)管(guan)(guan)(guan)理和保护(hu)工作负总(zong)责(ze)。
